Welcome to Hive City Xaltros, where your players are the latest recruits for the Adeptus Arbites—the iron-fisted enforcers of the Emperor's law. Duty calls, and it’s your party’s job to bring order to a city teeming with corruption, greed, and despair. With resources constantly stretched, they’ll need to do more than just survive; they’ll have to outwit, outfight, and outlast the most devious elements of the underhive and the decadent elites of the upper spires.

Faced with the endless slog of red tape, a shortage of backup, and citizens who don’t trust them, players will have to weigh every decision: uphold the Emperor’s law or be seduced by the bribes and temptations lurking in the shadows. Expect moral dilemmas, hard-hitting interrogations, and enough misfiled paperwork to drown a hive-world bureaucrat.
